About the training

Section 11 of the Chemicals Prohibition Ordinance regulates the certificate of competence required for persons who place certain hazardous substances, preparations or products on the market. This is important for anyone who supplies end customers with chemicals. In addition to traditional companies in the chemical industry, this also includes DIY stores, drugstores and painting companies, for example. It should be noted that the certificate of competence according to § 11 ChemVerbotsV ("poison certificate") can only be acquired by persons and is not issued to a company, as is often assumed. After a successful examination, you will acquire the limited certificate of competence (without biocides and pesticides).

 

If your certificate of competence was issued more than 6 years ago, you must refresh your certificate of competence by attending a one-day training course to obtain the certificate of competence in accordance with Section 11 of the Chemicals Prohibition Ordinance.

Who has to prove the expertise?

Anyone who supplies substances or mixtures to the private end user that must be labeled as follows in accordance with Regulation (EC) No. 1272/2008 (CLP Regulation):
1. hazard pictogram GHS06 (skull and crossbones)
2. hazard pictogram GHS08 (health hazard) and the signal word Danger and one of the hazard statements H340, H350,H350i, H360, H360F, H360D, H360FD, H360Fd,H360Df, H370 or H372
3. Hazard pictogram GHS03 (flame over a circle)
4. Hazard pictogram GHS02 (flame) and one of the hazard statements H224, H241, or H242
requires at least one qualified person at each dispensing site (main facility, branch).

Also whoever as manufacturer, importer or distributor supplies substances or mixtures, which are to be labeled as under points 1. and 2. to resellers, professional users or public research, testing or teaching institutes, must name a competent person in the required notification to the competent authority before commencing this activity.

State recognition

The Hochschule Niederrhein was recognized by the District Government of Düsseldorf as an institution for the nationwide acceptance of examinations in accordance with Section 11 (1) of the Ordinance on the Reorganization of National Regulations on the Marketing and Distribution of Chemicals (ChemVerbotsV) of January 20, 2017 (BGBL.I No. 4 of January 26, 2017 p. 94) by notice (AZ56.-E/04/17-Leh) dated November 08, 2017.

Aims of the training

The aim of the course is to provide the necessary knowledge to obtain the restricted certificate of competence (excluding biocides and pesticides) according to § 11 of the Chemicals Prohibition Ordinance. You will acquire:

  • General knowledge of the essential properties of substances and preparations.
  • Knowledge of the hazards associated with their use.
  • Knowledge of the relevant regulations.

In addition to the one-day attendance event, you will receive an e-test based on the joint questionnaire of the federal states (GFK) for the expert knowledge examination according to § 11 of the Chemicals Prohibition Ordinance as a supportive preparation for the examination.

Target group

Employees of companies that are manufacturers, wholesalers or importers, and retailers of hazardous substances and preparations. Employees of retail, wholesale, industrial and commercial companies involved in the consultation, sale and distribution of hazardous substances, preparations and articles.

Teaching and learning education

The interactive seminar-style course offers the opportunity to address individual questions and problems of the participants. A variety of media and an online learning platform support the learning success.
