How does the award procedure work?

Bachelor with restricted admis

The number of study places in admission-restricted degree programmes is limited. These study places are allocated in accordance with the NRW allocation regulation of November 2020.

Consideration is initially given to

  • 2% for underage applications
  • 3% for selection for a second degree course
  • 5% for hardship cases(special application required)
  • 7% for foreign nationals who are not equivalent to Germans in accordance with Section 1 (2) sentence 2

The remaining study places are allocated as follows:

20 % according to the grade of the higher education entrance qualification (Abitur, entrance qualification for universities of applied sciences)

80 % on the basis of the following university criteria:

  • 75 % according to the grade of the higher education entrance qualification (HZB) in combination with the waiting time. The waiting period is the number of semesters in which you have not been registered at a German university since obtaining your HZB. A maximum of 6 waiting semesters are taken into account. A bonus of 0.1 is granted for each waiting semester, which is deducted from the HZB grade.
  • 20 % according to the grade of the HZB.
  • 5 % - Professionally qualified applicants

In the event of a tie, the decision is made by lot.

Study places are allocated after the application deadline via hochschulstart.de. By the end of the coordination phase, admitted applicants will receive their notice of admission in the HSNR online portal with further information and a deadline for registration.

Study places that are not accepted will be allocated directly at the HSNR after the degree coordination phase - in the HSNR's own succession procedure - without a new application until all places are filled.

HSNR does not participate in the coordinated succession procedure of hochschulstart.de.

How and when is admission granted?

You can be admitted automatically at any time or by accepting the admission offer during the coordination phase(timetable).

If you have received and accepted an offer of admission via hochschulstart.de, you are admitted.

Please log in to the HSNR portal and apply for registration.

Placing a special application

In general

You have the option of submitting a special request during the online application process.

You upload the required supporting documents directly in the portal.

The special request must be submitted within the application deadline, i.e.

  • by January 15 for the summer semester and
  • by July 15 for the winter semester.

You can track the status of your special request online.

There will be no written, i.e. postal cofirmation.

Hardship

Exceptional hardship is deemed to exist if special social or family reasons relating to the student's own person make it absolutely necessary to commence studies immediately; this means if a delay in the commencement of studies by even one semester is unreasonable for personal reasons. All circumstances presented in the case of hardship must be substantiated by appropriate evidence, otherwise they cannot be taken into account.

In order to avoid abuses and unjustified preferential treatment, the requirements for the evidence to be provided are strict.

Documents to be uploaded include:

  • Required evidence, such as a specialist medical certificate
  • Written justification

Disadvantage compensation: average grade

Applicants can claim circumstances that have prevented them from achieving a better average grade and for which they are not responsible.

Example: Ms. Mustermann has an A-level grade of 2.3, but suffered a traffic accident during school that resulted in months of hospitalisation. However, her school reports before the accident show a better average grade. As a result of the accident, her performance was so impaired that her A-level grade was lower than would have been expected without the accident.

Documents to be uploaded:

  • School report
  • Detailed justification.

A report from the school must be submitted stating the extent to which the incriminating circumstances have affected academic performance. The average grade that would have been achieved without the incriminating circumstances must also be stated.

Disadvantage compensation: Waiting period

The waiting period is the time that elapses between obtaining the higher education entrance qualification (e.g. the Abitur/Fachabitur) and the start of the intended studies. Waiting semesters are calculated on the basis of the waiting period.

The number of semesters you have waited is relevant if you are applying for a place on a degree programme with restricted admission.
The Hochschule Niederrhein takes a maximum of six waiting semesters into account. Therefore, an application for compensation for disadvantages is not necessary if you already have more than 6 semesters of waiting time.

With the special application for compensation for disadvantages to improve the waiting time for admission-restricted Bachelor's degree programmes, you can claim circumstances such as illness that prevented you from obtaining your higher education entrance qualification at an earlier date and for which you are not responsible.

In this case, an earlier date of acquisition of the higher education entrance qualification will be taken as the basis for selection according to the waiting period. You will take part in the selection with a waiting period that would probably have been achieved without the delays.

Documents to be uploaded within the online special application:

  • a certificate from your school stating the reason for and duration of the delay in acquiring your university entrance qualification
  • Medical certificate/specialist medical certificate
  • Detailed justification

Preferred admission: Service

Preferential admission - completion of a service

If

  • you have already been admitted to your desired degree programme, but were unable to accept this admission due to service, or
  • an admission-free degree programme was changed to an admission-restricted programme during your service,

you are - after completion of your service - entitled to be readmitted to the degree programme you chose at the time on the basis of your previous admission, i.e. you are given a preferential treatment.

However, this entitlement is not granted automatically, but will have to apply for it. Therefore, please upload the following documents as part of your online application:

  • A certificate of service and
  • A copy of the old notice of admission from The Hochschule Niederrhein or the notice of deferral

or

  • Proof of the sponsoring organisation/certificate from the European Commission/certificate from the sending organisation, UNESCO or the Federal Foreign Office and
  • Copy of the old notice of admission from The Hochschule Niederrhein or the restitution notice

or

  • Proof that the application was carried out by the applicant full-time
  • Birth certificate or, in the case of nursing care, a medical certificate stating the degree and extent of nursing care
  • Copy of the old notice of admission from The Hochschule Niederrhein or the notice of deferral

However, renewed (preferential) admission can only be requested for the next two application semesters following the end of service. After that, the entitlement to preferential admission expires.

You can already claim this entitlement if you are still serving at the time of application but will complete your service in time for the commencement of studies. If you are applying for the summer semester, you will therefore have to finish your service by March 31 at the latest; if you are applying for the winter semester, by September 30 at the latest.

What counts as "service"?

The following activities are recognised as service:

voluntary military service, military service of up to three years,
civilian service and service abroad in accordance with Section 14 b of the Civilian Service Act (ZDG),
a voluntary social year,
a voluntary ecological year,
a European voluntary service,
an international youth voluntary service,
a federal voluntary service or
the funding programsme Weltwärts and Kulturweit,
at least two years of service as a development worker,
care or nursing of a biological/adopted child under the age of 18 or another relative in need of care for up to three years.

With the exception of the last two points, each period of service must have lasted at least six months.

Preferred admission: Top athletes

Top athletes can apply for a place in the first semester if they can prove that they belong to an Olympic squad (OK), perspective squad (PK), supplementary squad (EK), junior squad 1 (NK 1), junior squad 2 (NK 2) or state squad (LK) of a federal association of the Olympic Sports Confederation formed at federal level.

Proof: Current certificate of membership of the squad of the respective federal sports association, which proves integration into the corresponding squad and membership of the German Olympic Sports Confederation.

Kathrin Großimlinghaus
Professionally qualified

Master craftsmen/comparably qualified people

Master craftsmen and those with comparable qualifications (e.g. business administrators, business specialists, technicians) are eligible for admission to all Bachelor's degree programmes. An additional prerequisite is that the course-specific requirements (e.g. internship or artistic/design aptitude) are met.

The following qualifications entitle you to start academic studies:

  • Master craftsperson's certificate in the skilled trades sector in accordance with Sections 45 or 51a of the Crafts Code.
  • Equivalent advanced training qualification for which examination regulations exist in accordance with Sections 53, 53e or 54 (1) and (2) of the Vocational Training Act or Sections 42, 42e or 42f (1) and (2) of the Crafts Code

  • Degree from an equivalent state-regulated further training course for professions in Health Care and in the field of social care and social pedagogical professions
  • Degree from another equivalent advanced training course regulated by federal or state law

Master craftspersons and comparably qualified applicants as well as applicants with specialist knowledge will be considered in a preliminary quota of 5% of the set number of admissions per degree programme; a selection procedure will take place if there is a surplus of applications.

As a non-specialist applicant, you choose a degree programme that does not correspond to your vocational training and activities.

Prerequisites

  • Completion of at least two years of recognised vocational training
  • At least three years of full-time professional activity in the apprenticeship or in a profession corresponding to the apprenticeship

The following are also counted as professional activities

  • Voluntary military service in accordance with the Conscription Act in the version published on August 15, 2011 (BGBl. I p. 1730), as amended,
  • Federal Voluntary Service in accordance with the Federal Voluntary Service Act of April 28, 2011 (Federal Law Gazette I p. 687), as amended,

  • two years full-time are sufficient for scholarship students of the federal government's advancement scholarship program

The deadline for determining sufficient professional experience is September 30 for the winter semester and March 31 for the summer semester.

In admission-restricted degree programmes, applications from outside the subject area must take an entrance examination; in admission-free degree programmes, you can choose between an entrance examination and a trial course.

Study place allocation

In admission-restricted Bachelor's degree programmes, 5% of the study places are available for master craftspersons and applicants with subject-specific knowledge. If the number of applications exceeds the number of places available within the quota, a selection procedure will take place.

The ranking is determined on the basis of the application documents submitted.

Points are awarded as follows:

  • up to three points for the grade of the professionally qualifying degree
  • up to three points for years of professional experience
  • up to two points for professional experience/special further training that is particularly significant with regard to the desired degree programme,
  • up to two points if there are other special reasons for taking up the studies (e.g. extra points for master craftspersons)

In the event of a tie, the decision is made by lot.

Entrance exam for non-specialist applicants

In admission-restricted degree programmes, applicants from outside the subject area must take an entrance examination; in admission-free degree programmes, they can choose between an entrance examination and a trial course.

The entrance examination determines whether the application meets the subject-related and methodological requirements for studies in the desired degree program.
As part of a central written test procedure of the universities of applied sciences in North Rhine-Westphalia, knowledge in the subjects German, mathematics and English is tested. The English module can alternatively be proven by means of language tests (e.g. TOEFL, TOEIC, Cambridge Certificate, telc) at level B of the Common European Framework of Reference for Languages. The examination part in mathematics comprises the basic module.
After successfully passing the written parts of the examination, an oral examination must be taken. In this final part of the entrance examination, the candidate should demonstrate that he or she is able to deal with a subject-related topic and is aware of his or her own motivation for the degree he or she is aiming for.
A certificate is issued for passing the entrance examination and a notification is issued for failing the entrance examination. Individual modules that were failed in the entrance examination can be repeated several times.

The application for participation in the entrance examination or trial studies must be submitted together with the declaration of consent

  • for the winter semester by April 1
  • by October 1 for the summer semester.

Trial studies for non-specialist applications

For Degree programmes with open admissions, you can choose between an entrance examination and a trial course. The trial course lasts two semesters. During this time, students attend all regular courses of their chosen degree program. The trial study program is considered successfully completed if at least 20 credit points have been earned in accordance with the European Credit Transfer System. In exceptional cases, the trial study period may be extended, e.g. due to family commitments. In part-time degree programs, the trial study period is extended according to the ratio of your standard time to degree to the standard time to degree of a full-time study program.

Information for international students
Germany has concluded social security agreements with a number of countries, including the member states of the European Union and the European Economic Area. If you come from one of these countries and have statutory health insurance there, you can have this insurance cover recognized by a statutory health insurance fund in Germany. As a rule, you will need a European Health Insurance Card (EHIC) for this. You can apply for the EHIC free of charge from your health insurance company.

Please contact a German statutory health insurance company upon registration and show them the EHIC. Ask the health insurance company to report your insurance status to us using the registration reason M 10 .
Our sender number is H 0000 354.

Proof of transfer of the semester fee
Information on the semester fee and account details can be found here: https:https://www.hs-niederrhein.com/students/student-services/#c89625

Certificate of exmatriculation
Prospective students who are/were already registered at other universities should upload their certificate of exmatriculation and - if their degree programme is the same or related in content - also their transcript of records.

Young students are pupils due to sit their A-levels ( or equivalent entrance qualifications for universities of applied sciences or the general higher education entrance qualifications) soon.

Particularly talented pupils have the opportunity to take up studies before obtaining the higher education entrance qualification (Abitur/Fachabitur) (§ 48 paragraph 6 Higher Education Act).

Young students can be admitted to courses and examinations at HSNR outside of the enrolment regulations and thus gain professional and social insights into everyday student life. Their studies and examinations will be recognised upon application for later studies.

Young students are not registered and therefore do not have to pay the semester fee. They also do not receive a semester ticket, but are otherwise treated in the same way as "regular" students during their studies.

Please contact the faculties first for comprehensive advice.

You can then use the application form for registration and for any re-registration for the next semester and send it to the Student Office.

If you would like to attend a course at the HSNR for personal or professional continuing education, you can usually do so as a guest student.
