Applications for the winter semester 23/24 are possible since 01.05.2023 via the application portal of the HSNR.

NRW SemesterTicket - DeutschlandTicket

Temporary solution for interested students from 01 May:

- Students can purchase an upgrade ticket via an app.

- Download the app of a transport company and get the DeutschlandTicket upgrade for €12.33 per subscription. Only the difference between the DeutschlandTicket (€49.00) and the semester monthly fee (€36.67) = €12.33 is paid.

The subscription can be cancelled at any time at the end of a month without further costs. To do so, the cancellation must be made via the app by the 10th of the corresponding month at the latest. For students without a smartphone, there is no possibility to obtain the upgrade via alternative distribution channels.

Within the VRR and within NRW, you will travel as usual with your university SemesterTicket from May 1, 2023. If you leave the federal state, in addition to the DeutschlandTicket upgrade, your student status may have to be proven during a check by showing your student ID and/or the local SemesterTicket. In addition, the ticket inspector may request that an official photo ID be presented for identity verification purposes.

- It is an optional ticket, i.e. there is no compulsory acceptance.

- Goal: A solidarity model for the SemesterTicket Germany will be developed together with all public transport and association partners.

Do not transfer the difference! The amount will be refunded immediately.

One-time payment 200 EUR energy flat rate

The Federal Ministry of Education and Research (BMBF) is responsible for the one-off payment.

All students as well as specialized students who are or were registered in the winter semester 2022/2023 - up to and including November 30, 2022 - are to receive 200 euros as a one-time payment. Information is available on the website www.Einmalzahlung200.de/eppsg-en, which has already been activated, or by calling the nationwide hotline at +49 800 2623 003.

Provision of access code and PIN for the energy price flat rate by The Hochschule Niederrhein

You will need an access code (authorization code) and a PIN to submit your application. These have been available for you to retrieve via the HIO online portal since March 15 . If you do not find this information there, the access code and PIN must first be created, this process takes several days. Requests received after 25.09.23 may therefore not be finally processed by 29.09.23.

Access to the online portal for students:

The university account must be activated. After logging into the online portal for students, you will find your personal PIN code and the access code on the start page.

Information for students who have already been de-registered:

If you are no longer enrolled at the Hochschule Niederrhein and do not have an active university account, please send an e-mail to studierendenbuero(at)hs-niederrhein.de with the subject "Energy flat rate", including your name, address (student registration number if still available) and attach a copy of your valid ID card. The access codes and PINs have to be created first, this process takes several days. Requests received after 25.09.23 may therefore not be processed by 29.09.23.

Application for extension of the processing t

Before the deadline, the Chair of the Examinations Board can extend the processing time of the bachelor's/master's thesis by up to four weeks in justified exceptional cases upon application. To do this, section 1 of this form must be completed and sent to the Examinations Office before the deadline. When submitting the application, please be sure to allow for appropriate turnaround times, as the application must be reviewed by various offices. Applications submitted at short notice before the deadline may not be considered or reviewed in time.

Request for extension of the thesis deadline

Before the deadline and only in justified exceptional cases, the working time of the Bachelor's/Master's thesis can be extended by up to four weeks by the Chair of the Examinations Board. The extension of the deadline must be requested. For this purpose, section 1 of this form must be filled out and sent to the examination office before the deadline. Certificate - Withdrawal in case of incapacit

This certificate serves as an application for withdrawal from an examination due to inability to take the examination. You can submit this if the withdrawal deadline for online deregistration has passed, but you are unable to take the upcoming examination for health reasons. You must have visited a doctor on the day of the examination at the latest and have the lower part of the certificate completed there. This also applies in the event that you have to discontinue the examination you have started for health reasons. The original certificate must be submitted to the Examinations Office within five working days.

Withdrawal from exam due to health reasons

This form serves as a request for withdrawal from an exam due to inability to take the exam. You can submit this if the withdrawal deadline has passed, but you are unable to take the upcoming exam for health reasons. You must visit a doctor on the day of the exam at the latest and have the lower part of the form filled out by the doctor. This also applies in the event of aborting and leaving the already started exam for health reasons. The original form must be submitted to the examination office within five working days.

Change of specialisation, field of study, examination regula

Students of the Hochschule Niederrhein who, within their Degree programme

  • the specialisation
  • the field of study or
  • the examination regulations

want to change their major, must submit an application to this effect. You can send the application by e-mail to the student office.

This does not allow you to change to another Degree programme at HSNR. The application for another Degree programme,
this also includes the change of type of degree programme (Part-time, Full-time),
is done via the HIO online portal for the first or higher semester. The Central Student Advice team will be happy to advise you on this.

Change e.g. of civil status, name changes

You can announce changes to your data via the HIO online portal under My studies and applications.

This includes announcement of new names due to marriage, registered civil partnership, as well as change of your citizenship. Please upload appropriate supporting documents.

Change of civil status data

In the case of changes to the first name/gender entry according to the Law on the Change of First Names and the Determination of Gender Affiliation in Special Cases (Transsexuellengesetz - TSG) or the Personal Status Law (Personenstandsgesetz - PStG), the following applies:You can already have your first name/gender entry changed before an official change of name and personal status according to the PStG or the TSG has been completed. For this purpose either

  • the supplementary identity card of the German Society for Transidentity and Intersexuality or
  • the corresponding decision of the local court or
  • the application to the local court for a change of the first name/gender entry

together with the identity card.

We are happy to support you with your request and would like to honor your special situation.

Important information about the semester fee!

The Hochschule Niederrhein charges fees for registration and re-registration for each semester for the student union and the student body of the HSNR. This also includes the semester ticket for public transport as well as for the whole of NRW.

The student ID as well as study certificates / enrolment certificates and other documents can be retrieved and printed via the HIO online portal after re-registration has taken place.

Registered continuing education students can informally apply to join the student body. Then, in addition to the above-mentioned fee, the AStA and semester ticket fee must also be paid. The semester ticket is deposited via the website university app iHN for self-printing and is available in the iHN app...

The AStA of the Hochschule Niederrhein has introduced the VRR semester ticket and the NRW semester ticket as mandatory for all enrolled students. The cost of the semester ticket is automatically included in the semester fee. With this ticket, students have the flexibility to crisscross NRW on local public transport and use all local public transport vehicles free of surcharges.

Additional advantages in the VRR (Verkehrsverbund Rhein Ruhr):

In the VRR, you can take your bicycle with you all day free of charge. In addition, you can take one additional person with you from Monday to Friday after 7 p.m., on Saturdays and Sundays, public holidays, and all day on December 24 and 31.

Scope of validity

The semester ticket is valid for one semester (6 months). It is a personal, non-transferable travel pass and is only valid in conjunction with a photo ID. It is not permitted to pass on the semester ticket to another person against payment or free of charge.

The following persons are excluded from using the semester ticket:

  • guest students
  • cross-registered students
  • Young students
  • Certificate students


Reimbursement of the semester ticket

Students who are not able to use the semester ticket to the full extent in justified cases have the possibility to submit an application for reimbursement to the AStA.

Students in emergency situations can submit a hardship application.

The semester ticket can be carried both as a printout and as an app. It is only valid in combination with an identity card or passport.

Semester ticket regulations of the student body of The Hochschule Niederrhein

re-registration

Students who are enrolled at The Hochschule Niederrhein must re-register for each semester, i.e. register to continue their studies.

The re-registration is done by the timely receipt of the semester fee on the account of the Hochschule Niederrhein.
All important information regarding re-registration, such as amount and bank details, can be found in the online portal for students under "My Studies" - "Student Services" - "Payments ".

An additional late registration fee of €13.00 will be charged for re-registration within the grace period . The semester fee and the late fee will be transferred to the HSNR account as a total amount.

With the successful re-registration, the student ID and library card, study certificates (also for BAföG) as well as other certificates can be called up and printed out as a PDF under "My studies" - "Student services" - "Notifications".

The semester ticket is available for self-printing on the website of the university app iHN.

iHN APP

The Hochschule Niederrhein offers students the possibility to retrieve the semester ticket for the NRW-wide public transport as an eTicket directly on their smartphone via the iHN App. The student ID can also be displayed via the APP, as well as the barcode for the library and the automatic pay stations.
Detailed instructions

 

Students may - instead of re-registration - be granted leave of absence from their studies under certain circumstances. Please refer to the application for leave of absence for the possible reasons as well as the necessary evidence.

You create an application for leave of absence via the HIO online portal under My Studies and Applications.
Please access your application periodically and check it for messages until the process is complete.

Leave of absence can only be granted for the duration of the entire semester. The application must be resubmitted for each semester. Retroactive leave of absence for a completed semester is not granted.

Time and scope of a leave of absence

The leave of absence must always be applied for within the re-registration deadlines for the next semester.

A leave of absence beyond one semester is only permitted in special cases and must be applied for again.

A total of up to six academic leaves may be granted.

Notwithstanding the above, up to six academic leaves may be granted per child for child rearing.

Retroactive leaves of absence are not possible

Leaves of absence due to studies abroad are possible as long as it is not an integral part of the studies and as long as creditable work is not completed during the studies abroad...

Examinations

Students on leave of absence are not eligible to complete studies, examinations, or earn credit.

Exception:

  • the repetition of examinations that have been failed
  • in case of leave of absence due to raising children as well as caring for relatives.

The semester fee must also be paid in the event of a leave of absence.

Exceptions to this rule in the following cases:

  • Illness
  • Federal voluntary service
  • studies at a foreign university

Note for BAföG - recipients

The leave of absence may result in the discontinuation of BAföG benefits. Students with BAföG should therefore immediately inform the BAföG office of their leave of absence.

After application received

The student office will review your application for leave of absence and the evidence submitted in support of it.

If the application is approved, you will see this in the HIO online portal and can then download your adjusted notifications and student ID.

Exmatriculation upon application

If you do not wish to continue your studies at The Hochschule Niederrhein, you can exmatriculate at any time upon application.
Newly enrolled students can apply for "withdrawal of registration" if they wish to accept a programmes offered by another university.


You can submit a de-registration application through the HIO online portal under My Studies and Applications.
Please access your application periodically and check it for messages until the process is complete.

Exmatriculation ex officio.

Exmatriculation is carried out by the Student Office of the Hochschule Niederrhein if you have

  • have passed your final examination (de-registration takes place at the end of the semester in which the examination was passed),
  • have definitively failed an examination required by the examination regulations,
  • have lost the right to take the examination
  • have not re-registered in due time.

Refunds

The following regulations apply to the (partial) refund of the semester fee in the event of exmatriculation

  • due to withdrawal of registration for new enrollees: the semester fee
  • before the start of the semester (01.03. or 01.09.): the semester fee
  • before the start of lectures: the social contribution for the Studierendenwerk Düsseldorf (student union)
  • after the start of lectures: no refund

Please call up your application regularly and check it for messages until the process is completed.

The AStA is responsible for the semester ticket. Therefore, please contact the General Student Committee at https://www.asta.hn/ if you are de-registering during the current semester.

Certificates

After de-registration, you will receive a de-registration certificate and a certificate for pension insurance.

Consequences of de-registration

Your health insurance company will be informed that you are no longer studying at the Hochschule Niederrhein.
If you have received BAföG, you are obliged to inform the Office for Educational Support about the exmatriculation.
Your HSNR e-mail address and access data will remain valid until 31 days after exmatriculation and will then be deleted.

The Minimum Wage Act (MiLoG) came into force on January 1, 2015.

The following statements serve to summarize the current state of interpretation for you. However, we cannot offer binding advice or provide legal information.

Principle

Pursuant to Section 1 of the Minimum Wage Act (MiLoG), every employee is entitled to payment of wages at least equal to the minimum wage (currently EUR 8.84 gross per hour) by the employer.

Interns within the meaning of Section 26 of the Vocational Training Act are considered employees within the meaning of the MiLoG and are therefore generally entitled to the minimum wage.

Irrespective of the designation of the legal relationship, an intern is anyone who, according to the actual structure and implementation of the contractual relationship, undergoes a specific in-company activity for a limited period of time in order to acquire practical knowledge and experience in preparation for a vocational activity, without this being vocational training within the meaning of the Vocational Training Act or practical training comparable thereto (Sec. 22 (1) Sentence 2 MiLoG).

Legal exceptions to the minimum wage

The legislator has excluded certain groups of persons from the scope of application of the MiLoG in § 22 MiLoG.

Interns

  • who are under 18 years of age and do not have a vocational qualification

Underage interns who have not completed vocational training are excluded from the minimum wage, as they are not yet legally considered employees.

  • who perform a compulsory internship on the basis of a provision under higher education law

Examples of this are internship semesters, practical phases or practical projects specified by the examination regulations as having to be completed. They are not subject to the minimum wage for the minimum duration regulated by the examination regulations. Preliminary internships, which are admission requirements for the studies according to the examination regulations and usually have to be completed before taking up the studies, also belong to the compulsory internships.

In case the internship company requires a corresponding proof of the compulsory internship, please contact the responsible examination office.

  • complete a voluntary internship of up to three months in duration, which serves as an orientation for choosing a profession or course of study.

AnOrientation internship usually takes place prior to choosing a Degree programme. Registration is not required for this. Orientation internships after the completion of a degree or an apprenticeship should not be assumed, since the professional orientation phase will usually have been completed.(Source: Federal Ministry of Labor and Social Affairs (BMAS) brochure "Das Mindestlohngesetz im Detail", 5.1. 4.3.)

  • complete a voluntary internship lasting up to three months during their studies, if such an internship relationship has not previously been passed with the same trainer

A study-accompanying internship requires that the intern is registered at a university. It is irrelevant whether the Bachelor's/Master's degree has already been obtained or examinations are still pending. Exmatriculation after passing the Bachelor's/Master's examination takes place at the end of the semester in which the examination was passed.

The number of voluntary internships during studies is not limited, Several internships can be completed without minimum wage. However, they may not last longer than three months each, must take place with different employers and the educational purpose should be recognizably in the foreground.

A second minimum-wage-free internship with the same employer is only possible if it is a different type of internship. A compulsory or orientation internship can be followed by a three-month internship with the same employer during the course of studies without a minimum wage obligation (source: Federal Ministry of Labor and Social Affairs (BMAS), brochure "Das Mindestlohngesetz im Detail", 5.1.3.4).

If a voluntary internship (orientation internship or study-related internship) lasts longer than three months, it is completely covered by the minimum wage obligation and must be paid the minimum wage from the first day. This also applies if an internship initially limited to three months is extended (source: Federal Ministry of Labor and Social Affairs (BMAS), brochure "Das Mindestlohngesetz im Detail", 5.1.4.1).

Bachelor's/Master's theses in companies

On the question of whether the minimum wage applies in these cases, the Federal Ministry of Labor and Social Affairs (BMAS) states on its website der-Mindestlohn-wirkt under General Questions on the Minimum Wage:

"The mere preparation of study-related theses (such as a bachelor's or master's thesis) or doctoral dissertations does not constitute an internship relationship, since the student does not undergo any operational activity in the company. Insofar as he or she is also not classified as an employee, there is no obligation to pay the minimum wage. However, the obligation to pay the minimum wage may exist if an (accompanying) internship has been agreed upon on the occasion of the thesis, in the context of which the student is also engaged in company activities, and no exceptional case provided for in the Minimum Wage Act exists. Whether these requirements are met depends on the circumstances of the individual case."

Accordingly, a distinction must be made in the individual case as to whether the student is primarily engaged in preparing his or her thesis at the company or whether he or she also provides other work services to the company, i.e. is involved in the company's operations. In the first case, there would be no employment relationship between the student and the company and, consequently, no minimum wage would have to be paid.

Electronic student registration procedure as of 01.01.2022

Electronic Student Registration (SMV).

In order to begin studies, proof of health insurance or exemption from compulsory insurance must be provided. This information is transmitted directly to us electronically by the statutory health insurance fund. According to § 199a SGB V, there is a mutual obligation to report health insurance between health insurance companies and universities. This electronic procedure replaces the paper procedure.

The health insurance companies report to the university the

  • Insurance status (M10)
  • Start of insurance in the event of a change of health insurance company (M11)
  • Delay in payment of health insurance contributions (M12)
  • Settlement of health insurance contributions in arrears (M13).

 

The university reports to the health insurance companies

  • Start of studies and date of registration (M20)
  • the end of the semester in which or with the effect of the end of which the de-registration takes place (M30).

 

The Hochschule Niederrhein will use the electronic student registration procedure from 01.12.2021 to implement these reciprocal registration procedures - registrations in paper form can then no longer be accepted.

At the latest at the time of registration, we require an electronic notification of your insurance status (M10) from your health insurance company. Please contact your health insurance company - the sooner the better. Your health insurance company will then send the required notification to us.

Students who are already registered do not have to pay attention to anything for the time being due to the changeover. The changeover will only affect you as soon as, for example, a change in health insurance takes place.

Students who change their health insurance company

In order for the next re-registration to go smoothly, we need an electronic notification of the change of health insurance company (M11) from your new health insurance company.
Please contact your health insurance company - the sooner the better. Your health insurance company will then send the required notification to us. Please quote our sender number H 0000 354 for this purpose.

Note for students who have private health insurance or who are insured through their parents under the law on benefits or private family insurance

Contact a German statutory health insurance company in order to be exempted from the obligation to pay contributions. Ask them to report your insurance status to us using the reporting reason M 10 for The Hochschule Niederrhein . Please inform the statutory health insurance company of our sender number H 0000 354.

The exemption from compulsory health insurance is generally valid for the entire duration of your studies and can only be applied for at the beginning of your studies.

Students who are insured through the free health insurance system

Contact a German statutory health insurance company to be exempted from compulsory insurance. Report your insurance status to us via the registration reason M 10 for The Hochschule Niederrhein . Please inform the statutory health insurance company of our sender number H 0000 354.

Notes for international students

Germany has concluded social security agreements with some countries, including the member states of the European Union and the European Economic Area. If you come from one of these countries and have statutory health insurance there, you can have this insurance coverage recognized in Germany by a statutory health insurance fund. As a rule, you will need a European Health Insurance Card (EHIC) for this purpose. You can apply for the EHIC free of charge at your health insurance company. Please contact a German statutory health insurance company upon registration and show them the EHIC. Ask the health insurance company to report your insurance status to us using the reporting reason M 10 .

Electronic student notification procedure starting in January 2022

Applicants

On 1 January 2022 the new electronic student notification procedure of the statutory health insurance providers will come into force. This new electronic notification dialogue between the health insurance providers and the Hochschule Niederrhein enables paperless communication and sustainable optimisation of the notification procedure. The health insurance card or a printed certificate of membership is no longer sufficient. We now need the digital confirmation of your health insurance when you enrol. Please contact your health insurance provider as soon as possible.

What will change?

Until the end of the winter semester 21/22 you had to submit a printed document of your health insurance provider to enrol at a university. In future this "document" will be provided in digital form by the health insurance providers.

Information for students insured with statutory health insurance providers

As a university applicant please request the insurance status Meldegrund 10 from your selected German statutory health insurance provider. Your health insurance provider will then send us the necessary notification. For this reason please always quote our reference number(Absendenummer): H 0000 354.

Information for privately insured students

As a general rule, all students must be insured with a statutory health insurance provider. However, if you are privately insured, you can be exempted from the statutory insurance requirement. Please request your exemption from any German statutory insurance provider and the Meldegrund 10 for the Hochschule Niederrhein.
This health insurance provider will then send us the necessary notification.

Students

These changes will not affect students who are already enrolled and no action on their part is necessary.They would only be affected if they change their health insurance provider.
In this case we will need an electronic notification from your new healthinsurance provider (Meldegrund M11 - Krankenkassenwechsel) that the health insurance provider has changed. Please contact your health insurance provider as soon as possible. Your health insurance provider will then send us the necessary notification. For this reason please always quote our reference number Dispatch number: H 0000 354.

Enrolled students are legally insured against accidents through the Unfallkasse NRW. This also applies to sports accidents within the scope of the HN sports program.

Guest students are not insured.

When is insurance coverage available?

  • on the way to the university and registration
  • during attendance of courses and seminars
  • during other activities for which the university is responsible, such as participation in excursions at home and abroad or revision courses
  • during visits to the library
  • during university sports
  • during participation in student self-administration

What to do in case of an accident?

  • In case of an accident at the university or on the way to the university, report it via accident report.
  • The completed accident report, signed by the safety officer of your faculty, must be submitted immediately to the student office in Krefeld, see contact.
  • The student office will inform the Unfallkasse NRW about the accident. The accident report must be forwarded to the Unfallkasse within three days. Information on health insurance is not required. Doctors and hospitals settle directly with the accident insurance fund.
  • As soon as the notification has been made by the student office to the accident insurance fund, you will receive a copy of the notification.

 

No insurance cover

No insurance coverage exists:

 

  • in the case of student assignments outside the university
  • during the preparation of theses
  • during an internship in a company, even if it is required by the examination regulations
  • in the case of dual studies during the time spent in the company
  • during studies or internships abroad
  • during private study trips or study groups at home
  • during private interruptions of the ways to the university or back home (e.g. shopping)
  • during private activities on the university premises

 

During internships or practical training in dual studies, students are insured against accidents as employees through the company.

Additional insurance coverage is recommended, especially for stays abroad.

Since January 1, 2018, the Maternity Protection Act has also applied to female students, insofar as the university stipulates the place, time and sequence of events as mandatory or an internship is to be completed as part of the studies.

For those affected, the following applies...

According to § 15 of the Maternity Protection Act, you should inform the university of your pregnancy and the expected date of delivery as soon as you know that you are pregnant. If you are breastfeeding, you should also inform the university as soon as possible. 2.

 

2. you are generally covered by the protection periods of § 3 of the Maternity Protection Act, i.e. the generally six-week period before and the generally eight-week period after childbirth. If you wish to attend classes or take examinations during the maternity leave period, you must expressly declare this in writing to the university. 3.

 

In accordance with § 10 of the Maternity Protection Act, the university must determine the risks to which you are or may be exposed as a pregnant or breastfeeding student or your child. Based on this risk assessment, it must decide whether and to what extent protective measures must be taken.

 

The Hochschule Niederrhein can, of course, only fulfill its compulsory duties according to number 2 and number 3 if you have also informed it of your pregnancy - as required by law.

After notification of pregnancy...

We will contact you by e-mail to arrange a meeting (by phone or in person).

The meeting should clarify your personal study plans for the coming months. Conceivable risks can thus already be narrowed down, specified or excluded from the outset.

Depending on the results of the preliminary clarification, a further appointment with the faculty may be necessary in order to find out whether and which concrete hazards exist or are to be expected. If the latter is affirmative, the university would take appropriate protective measures.

In any case, the university will offer you a discussion about further adjustments to the study conditions.

In accordance with Section 14 of the Maternity Protection Act, the result of the risk assessment, the determination of the necessary protective measures and the aforementioned offer of a discussion are documented and, in accordance with Section 27 (3), forwarded to the district government as supervisory authority upon request.
