Senate

The Senate is responsible for the following matters in accordance with § 22 HG NRW:

  • Participation by its members in the university electoral assembly in the election and deselection of members of the Rectorate;
  • commenting on the annual report of the Rectorate;
  • Issuing and amending the basic regulations, framework regulations and university regulations, unless otherwise stipulated by the HG;
  • Approval of planning principles within the meaning of Section 16 (1a) sentence 1 HG NRW;
  • Recommendations and statements on the draft university development plan pursuant to Section 16 (1a) and the university contract pursuant to Section 6 (3) HG NRW, on the evaluation reports pursuant to Section 7 (2) and (3) HG NRW, on the business plan, on the principles of the distribution of positions and funds among the faculties, central academic institutions, central operating units and the medical institutions.
  • Recommendations and statements on matters of research, art, teaching education and studies that affect the entire university or central institutions or are of fundamental importance.

University Council

The University Council advises the Rectorate and supervises its management. Its tasks include in particular

  • Participation by its members in the university electoral assembly in the election and deselection of members of the Rectorate;
  • approving the draft university contract in accordance with Section 6(3) and the draft university development plan in accordance with Section 16(1a);
  • the approval of the business plan, entrepreneurial university activities in accordance with Section 5(7), the establishment of a foundation, an institution or a university association in accordance with Section 77a(1), the submission of the application in accordance with Section 2(8), insofar as this is aimed at the transfer of building ownership and ownership responsibility for the entirety of the properties transferred, and the assumption of other tasks in accordance with Section 3(8);
  • the supervision of the economic management of the Rectorate;
  • Recommendations and statements on the Rectorate's statement of accounts in accordance with Section 16(3) and on the evaluation reports in accordance with Section 7(2) and (3);
  • recommendations and opinions on matters of research, art, teaching education and studies that affect the entire university or central institutions or are of fundamental importance;
  • the adoption of the annual financial statements, the resolution on the appropriation of the annual surplus or the treatment of an annual deficit and the discharge of the Rectorate.
